No, shared mailboxes - or "department email addresses" - cannot be assigned a Creative Cloud license or Adobe Acrobat Sign license. This is a security precaution to prevent unauthorized access to sensitive documents. Additionally, assigning these licenses to an entity other than an employee would be a violation of our Adobe licensing agreement.
